Dossier

KBM LLC was registered in 2007 by Oleg Komarov and Andrei Istomin, their shares at 30 and 70 per cent respectively, so that to establish an industrial production line in Voronezh region. The authorized capital of the entity amounted to 10,000 rubles. According to Oleg Komarov, at the start of the project he had agreed with Aleksey Dobashin, the owner of KROST and co-owner of Beton 740, that KBM would get investment support from KROST and in the future would develop under the brand KROST through a franchise agreement. Thus, KBM got the right to market products under the brand name Beton 740, owned by KROST. In December 2007, the first stage of the plant’s construction was completed and commissioned. At the same time KBM and Beton 740 entered into a number of leases of land, property and equipment. KBM fully carried out its obligations stipulated in the agreements. KROST funded the construction works that began in 2007. In September 2008, to continue the construction Promsvyazbank allocated a $ 7 million investment loan for KBM, Beton 740 being the guarantor. The construction works’ general contractor was Stroitelnye Stalnye Konstruktsii (SSK) CJSC, part of SpetsStalTekhMontazh (SSTM), established by Vodmashoborudovanie, the principal owners of which were Ivan Illarionov and Oleg Malyshev. As a result of construction works, SSK received 22 million rubles less than it was set prior to the construction. This decision was confirmed by Voronezh region arbitration court. KBM was unable to pay off all the undertaken debt obligations and its founders sold their asset management company Beton 740 in Voronezh to Ivan Illarionov and Oleg Malyshev. The deal was concluded in early April 2009. The new owners became the guarantors for the 7 million loan issued by Promsvyazbank and to the creditors of the company, amount due totaling to over 320 million rubles. Assuming that Ivan Illarionov and Oleg Malyshev intend to collect the debt from Beton 740, KROST management attempted to force the new owners out of the company so that not to pay the bills. On 21 April 2009 KROST declares the state of siege on the plant and hired security guards from a private company. KROST management told the media that they are being illegally deprived of an asset.

KROST press service announced that "the information on the acquisition of the plant is a lie." "Illarionov and Malyshev cannot acquire the plant as the company belongs to Beton 740, which can be confirmed by a certificate of ownership. Malyshev is a well-known raider. This person has been sentenced to three years on probation," said a KROST representative, according to whom "a criminal case under Art. 159 Part 4, was initiated, and the prosecutors and the police report the details of the case later.” “KBM is our subsidiary, founded by KROST. Komarov is an employee. There has never been any investment support by KROST as it is a full-fledged division of the concern. But financial difficulties do exist, and, solely as a result of Komarov’s activities, for which he has repeatedly been criticized,” said the press service.

“Soviet times concentration camp, filled with the smell of cigarettes and swear word, where they make you feel like an idiot and accuse of incompetence!” says a review of KROST by Olga who worked in the company and knows it from the inside.

“Employees who have long worked in the company, which is very much evident, are awfully fat ladies of hostile disposition who humiliate employees by their bad manners and swear words. Women at managerial positions are unqualified, former mistresses of senior management. The atmosphere is always tense; everyone is on the verge of a nervous breakdown. There is always some speed up in the construction and they always ask you for some new graphics, statistics, which cannot be done quickly, as there is no required software. Work schedule is considered ok when you work from 9 a.m. to 10 p.m. and on Saturdays. The CEO is wandering from office to office and everyone starts groveling. And he obviously likes it since he allows such behavior. Ashtrays, coffee machines, and water dispensers are a must in the offices for such visits of the general director, who smokes, drinks coffee and washes it down with water, and everyone is watching tensely for the moment when after the first cigarette the ashtray needs to be changed.

KROST co-owner Aleksey Dobashin and his subordinates like to hint at the company's close ties with the federal law enforcement agencies. And it is not by chance. KROST, founded in 1991, received its first major orders from the FSB. In particular, the company participated in the reconstruction of Butyrskaya Prison. The company owns a chain of fitness-wellness-spa-complexes ELSE-club, a chain of beauty shops, and beer restaurants. Financial indicators are kept secret. The concrete plants division is made up by Beton 224 (a factory in Moscow suburbs), Beton 222 (a factory in the north of Moscow), Beton 223 (a plant in the south of Moscow), and Beton 222 Voronezh (a plant in Voronezh region). Several years ago KROST was involved in a scandal around the construction of Vladimir Pozner School of Television Excellence. A group of local residents appealed to Moscow prosecutor's office demanding to prosecute KROST management and Moscow government officials for "intentional destruction of a historic monument", a house at 22, Malaya Dmitrovka. The authorities managed to hush up the scandal. In addition, residents of Ostankino actively protested against the construction of a residential complex in Prospect Mira.

In 2009 Moscow authorities notified KROST about their intention to terminate the investment contracts for overall reconstruction of blocks of houses due to the fact that the agreements are unlawful. At the same time Moscow government unsuccessfully tried to recover 203 million rubles from the group as loss of profits on investment contracts for the construction of non-residential premises in Profsoyuznaya Street. At the time of the hearing the site was completed by 60%. Moscow authorities claimed that the terms of the contract did not provide for a phased construction, and, therefore, the city was subject to financial damage. In turn, KROST lawyers claimed that the plaintiff was not to blame for suspension of construction, as in May 2005 the company appealed to Moscow government for an extension of the investment contract, but to no avail. Boris Dobashin, the brother of Aleksey Dobashin, owns Nabad project bureau. In particular, the bureau drew up the construction plans of the multi-purpose complex Vorota Prikamiya also called Euro Towers. In autumn 2009, Nabad appealed to Prikamie arbitration court with a claim to initiate bankruptcy proceedings against the project developer Kama Gate CJSC, a joint venture of a Perm Prospect and an Israeli AFI Development.
